Caddo-Bossier Shelters Full: 61 Parishes declare emergency

Every parish in the state has declared a state of emergency, with the exception of Richland, Webster and Bienville.

From The Times:

Somewhere in the neighborhood of 60,000 to 75,000 evacuees are already in northwest Louisiana, staying in public shelters, private homes, campgrounds, hotels and other residences. More than 1 million people from south Louisiana have, or will soon have to, evacuate.
· The major shelters in the Shreveport area, including those at Louisiana State University-Shreveport, Southern University at Shreveport, the Hirsch Coliseum and others, hold about 8,500 beds, virtually all of which are now full.Evacuees are being redirected at those sites to other shelters farther away from Shreveport. Homeland Security officials hope to soon add another 2,000 beds throughout the city, but now are redirecting evacuees to other parishes, as well as those in Alabama, Arkansas and Texas. More out-of-state shelters are opening now that Louisiana is sending word that their shelters are filling up. The CenturyTel Center in Bossier City will act as one of the staging areas for buses headed to other shelters.
· Bossier City also has agreed to allow people with RVs and campers to park in the CenturyTel Center’s parking lot and come inside to use the bathrooms and facilities, though the center itself will not, as of Sunday, be used as a shelter.
· Red River South Marina and Resort, near the CenturyTel Center, has also agreed to allow people with RVs and campers to park there, and use their facilities.
· Bossier City Chief Administrative Officer Lynn Austin said that anyone with campers or RVs who needs help finding a place to stay can actually call his cell phone: (318) 465-5949, or his home phone number: (318) 746-0184.

Bossier Bar People's Law School to be rescheduled

The Bossier Bar People's Law School will be rescheduled. The event was to be held at the Bossier Civic Center which is being used as a special needs evacuation shelter for Gustav evacuees.

Caddo & Bossier Schools to close Tuesday & Wednesday

UPDATE: Bossier will be closed Monday as well. The School Board's website says that the governor order closings for Monday, Tuesday and Wednesday. Monday wasn't mentioned in the proclamation, but it gives the school board an 'out' - they won't have to take responsibility for Monday one way or the other!

Caddo & Bossier Parish Schools will be closed on Tuesday and Wednesday due to Hurricane Gustav. Schools in Bienville, DeSoto and Webster Parishes will be closed as well.
Governor Jindal has issued an Executive Order closing schools in 30 parishes on Tuesday and Wednesday.
SECTION 2: As determined by the Office of Homeland Security and Emergency Preparedness, Hurricane Gustav could possibly move into Central and North Louisiana bringing substantial rain and possible flooding.
SECTION 3: The governor is authorized to close schools for emergency purposes to protect public health and safety of the citizens of Louisiana.
SECTION 4: Each Superintendent of Education for each school district in the above-referenced parishes shall order the closure of each educational facility under its direction.

Curiosity

Why would a bail bondsman want to see a sitting judge put out of office? I'm not saying there is anything wrong with it. I'm all for free speech, and have no problem with it. Possibly it is a case of personal friendship for the candidate.
Is it sending a message to his customers? If that is the case, it may not serve his candidate too well.
It just has a tinge of irony to it.

Haynesville Shale: Lawsuit filed for recission of mineral lease

A suit was filed Thursday in Bossier Parish against Windrush Operating Co LLC, Thomas S Gaylord, Mecom Oil LLC, John W Mecom III & John H Hyatt Jr.
The suit was filed by attorney Joe Gregorio on behalf of Harry & Sherry Lou Henderson. The Hendersons granted an oil & gas lease to Windrush, represented by Gaylord and Hyatt, in February of 2005. During the primary term, Windrush assigned the lease to Mecom Oil. In late 2007 Gaylord and John Mecom III contacted the Hendersons to gain a two year extension on the lease so they could drill into the Cotton Valley Formation, which the petitioners allege was a misrepesentation.
According to the suit, they 'misrepresented to petitioners that the language of the rider to the February 2005 lease gave the defendants the right to extend the lease.'
The Hendersons signed the 2 year extension. They were paid $90 per acre for 800 acres.
Mecom then assigned the lease to Petrohawk Energy for the purpose of drilling into the Haynesville Shale.
A month later news of the Haynesville Shale broke to the public and leases in the area are now going for $15,000 per acre and up.

Caddo Commissioner killed in automobile accident

6th District Caddo Commissioner Herschel Brown was killed this morning in an automobile accident.
The accident occurred just after 11 a.m. when his westbound Buick left the pavement between the Kingston Road overpass and Mansfield Road, tumbled across the median and an embankment and struck a tree, police spokesman Cpl. Bill Goodin said.
Brown was taken to LSU Hospital in Shreveport, where he was pronounced dead at 11:47 a.m., supervisors there said.
His 84-year-old mother, Charlie Mae Brown Jack, who was his passenger, was taken to Christus Schumpert Medical Center in Shreveport for treatment of abrasions and injuries police said were not life-threatening.

Perhaps the Rev needs to turn his activism into an active search for a real J-O-B that will pay for that big house in Long Lake.

Haynesville Shale: Attorney General says beware of scams

CONSUMER ALERT
MINERAL OWNERS MAY BE TARGETS OF MISLEADING INFORMATION
THAT CAN COST THEM THEIR MINERAL RIGHTS
(BATON ROUGE, LA)—The Louisiana Attorney General’s Office is warning
consumers about misleading documents that can cost mineral owners their mineral rights.
If you are a mineral owner and receive a letter in the mail, with a check included,
requesting that you sign a document that appears to be a mineral lease, you should be
extremely cautious because you may be permanently signing away valuable mineral
rights without realizing it.
The document you are asked to sign may actually be a mineral deed with a
general Power of Attorney. If you sign the document, the Power of Attorney might be
used to amend the document, after you sign it, to reflect that all mineral assets, even those
already in production, are turned over for very little money.
The Attorney General’s Consumer Protection Section urges any consumer who
receives such documents in the mail to check the offer out with an attorney before
signing anything.
This is just one example of the type of issue that can come up during a mineral
lease or sale transaction. The Attorney General encourages all property owners in
Louisiana to seek legal advice before signing any documents relating to the sale or lease
mineral rights.
If you believe you may be the victim of a mineral lease scam, please contact the
Attorney General’s Consumer Protection Hotline at 1-800-351-4889.

Haynesville Shale: Bossier Bar to hold People's Law School POSTPONED READ UPDATE

The Bossier Bar, a not for profit organization, is hosting a fundraiser this year called "The Citizen's Law School" on August 31, 2008. Doors will open at 12 noon for the first session and doors will reopen at 4:45 for the second session. Air Force Shuts Down Cyber Command to 'reconsider'

After months touting its intention to be the front line for defending cyberspace, the Air Force has suspended plans to establish its much hyped Cyber Command program.



Air Force officials will reconsider retaining BAFB as the provisional headquarters of the command, which would coordinate the defense of computer, electronic and telecommunications systems and would launch cyber attacks on the nation's enemies.
Michael Donley, acting secretary of the Air Force, said Tuesday he's rethinking the Air Force's plans for the command to consider what form it would take "and in what national framework," suggesting the Air Force may play a smaller role in the war in cyber space.
Local politicians who sunk more than $100,000,000 into building the Cyber Innovation Center to back up the command, are playing the usual CYA games:
The Governor: "Having talked to Gen. Elder, he has assured us this is a normal part of the review with new leaders coming into the Air Force," Jindal said in a phone interview. "We're still moving forward. Our goal is to make sure that Barksdale is absolutely positioned for the Air Force to expand."
Mayor Lo Walker: "This is business as usual in Bossier City,” Walker said at the press conference." (Anyone have any idea what that means?)
If you recall, the $100,000,000 from the state and local governments was to support the command because it would bring '5,000 or 10,000' new jobs to the area. This ain't chump change.

Work just began on the CIC:



I believe some politicians from the Bossier Parish Police Jury, Bossier City and from the State will have some explaining to do to the people after their assurances that 'this was a done deal'. More tomorrow.

More on Go Haynesville Shale

Since we first published this article about the Go Haynesville Shale website on July 20th, the site has almost doubled in membership, approaching 5,000 members.
This is an interactive site, with forums and groups to fit everyone. I have to admit that I'm addicted; I'm there everyday, sharing my opinions, photos, and discussing the phenomenen that is the Haynesville Shale with other members. There are people who know very little and are trying to educate themselves, people who head up and belong to landowner's groups, there are landmen, attorneys and geologists.
If you are interested in the Haynesville Shale, you should not deprive yourself of this free site. I have posted a link in the sidebar to the right just under our 'Haynesville Shale Newslink'.

Re-elect Judge Burchett

Judge Dewey Burchett has served the people of Bossier and Webster Parishes from the Bench for the last twenty years. He received a B. S. degree from LSU in Baton Rouge, after which he was a pilot and instructor pilot in the USAF from 1962 to 1967. Following his military service he graduated from LSU Law School.
Judge Burchett served as City Attorney for Bossier City and as Secretary/Attorney for the Bossier Levee Board. He currently teaches seminars on legal subjects to judges, lawyers and law enforcement officers.
Judge Burchett has been married for 41 years to his wife Pat. The Burchetts have two sons and a granddaughter.
In the early 1980’s he traveled to Washington, DC to lobby Congress for funding for the locks and dams on Red River. Although he could have garnered some hefty legal fees for this service, he didn’t charge a dime. Judge Burchett understands public service for what it should be. He is an upstanding individual, an extremely capable Judge, and is deserving of our support to continue in that capacity.

A message from Bossier Clerk of Court Cindy Johnston on Haynesville Shale questions

In an effort to expedite questions concerning the Haynesville Shale and your property, Cindy Johnston has assigned more deputies to help with ‘walk-ins’ who are trying to ascertain whether or not they own their mineral rights.
While the Clerk’s office cannot tell you for sure if you do own your rights, they will search your title back for ten years to see if there were any mineral reservations or leases on the property. It would then be up to you to find out through the Conservation Office if your section is affected by production.
To save on ‘phone tag’ and crowds in the office, Cindy has set up an email address to deal with these inquiries. It is bossierclerk@yahoo.com. Please include your complete name and property information, address, etc., and let her know specifically what you are looking for. You should have a reply within 24 hours.

Fourth District Congressional Race: Time for a laugh

Carmouche trounces Republican candidates in poll

Six hundred likely voters in Louisiana Congressional District 4 were interviewed in a random sample taken July 16 - 21, 2008. Respondents were screened for voter registration and their likelihood of voting in the 2008 Presidential election. The sample was balanced according to all known demographic factors. All interviews were conducted by telephone. The margin of error for this survey is ± 4.0%, with a 95% confidence level.
Conclusions
Paul Carmouche begins this campaign with 60% name recognition and a 4-to-1 positive/negative ratio associated with his name. By contrast, the three Republicans candidates, Chris Gorman, John Fleming, and Jeff Thompson, have a name identification ranging between 17% and 33%. They are only known by the core Republican voters.
When paired with each of these three opponents on a trial heat, Paul Carmouche defeats all three, with leads ranging from 13 to 19 points. Also, Independent candidate Chester “Catfish” Kelley holds 5% of the vote in all three match-ups.
In Caddo Parish where Paul Carmouche has served as District Attorney, he leads all three opponents by a 2-to-1 margin, and even at this early stage, he receives support from a majority of voters. In Caddo Parish, Paul Carmouche does very well with both Democratic and Republican voters.

State Department of Natural Resources launches Haynesville Shale Website

The Louisiana Department of Natural Resources has launched a web page to help inform the public on some issues tied to the relatively recent rush of energy exploration activity tied to the Haynesville Shale formation. The new site can be reached by going to or through the main DNR web site at http://www.dnr.louisiana.gov/. The site includes some basic information on the Haynesville formation and the role DNR plays in the activity that is going on in northwest Louisiana.

KTBS: Haynesville Shale brings boom to Marshall

Business is booming in east Texas and some are crediting oil and gas production.
Restaurant owners in Marshall say they've seen a tremendous increase in business--especially at the downtown restaurants which are close to the Harrison County Courthouse and where all the landmen are working.
Restaurant owners say they don't know how long this increase will last, but they're enjoying the boom while it's here.

Is it a Saturday Night Live skit? Is it the Dead Ringers Christmas Special? No – it's the teaser trailer for W (pronounced, of course, "Dubya"), Oliver Stone's forthcoming film about the 43rd US President, George W Bush. Stone is an obsessive chronicler of modern American history. In the past, he's given us movies about presidents, including the life of one (Nixon), and the death of another (JFK). He's done movies about US campaigns in El Salvador (Salvador) and Vietnam (Platoon, Born on the Fourth of July, Heaven & Earth); movies about the rise of unscrupulous capitalists (Wall Street), and the fall of the Twin Towers (World Trade Center). But W is a departure, even for him. A biopic of a sitting President, due for release on the eve of the next election, its producers even intend to advertise right alongside TV broadcasts for John McCain's campaign.
